Stool selection on a kitchen island layout is one of those decisions that looks like a style choice but is actually dictated almost entirely by the counter height it needs to serve, and getting seat height wrong is one of those mistakes that's completely invisible on a plan drawing and glaringly obvious the first time someone actually tries to sit at the finished island. I always check the island's counter height first, standard counter height around 900 to 920mm or raised bar height around 1050 to 1100mm, before picking which stool block goes with it.

A raised bar section is a deliberate design choice as much as a furniture choice, since it visually and functionally separates the seating zone from the food-prep zone, which some clients specifically want for exactly that reason, keeping the mess of active cooking a bit more out of view from anyone sitting at the counter.
Getting the overhang and clearance right
Whichever stool height you're working with, the counter overhang matters just as much as the stool itself, and the number I use is roughly 250 to 300mm of counter overhang for knee clearance, measured from the cabinet face to the counter edge, regardless of whether it's a standard or raised bar height. Behind the stool, plan for at least 900mm to 1000mm of clearance for someone to pull the stool out and walk behind a seated person comfortably, more if the island backs onto a main kitchen circulation path rather than open floor.
Getting the overhang wrong is a surprisingly common mistake, since a counter with insufficient overhang leaves no room for knees at all, forcing anyone seated to sit sideways rather than facing the counter directly, which defeats the purpose of island seating in the first place.

I've drawn a fair number of these stepped islands, and the key detail is making sure the step itself, usually a vertical face somewhere around 130 to 150mm depending on the two counter heights involved, reads clearly on the elevation so whoever fabricates the island understands exactly where the height change happens and how it's finished on the visible face.
Worth noting too that a stepped island generally reads better visually when the raised section runs along the side facing the main living or dining area, rather than the side facing the sink and cooktop, since that orientation keeps the mess of active cooking a little more screened from anyone sitting and socializing at the bar height section, which tends to be exactly the effect most clients asking for a stepped island are actually after.
A stepped island with a lower prep-and-seating section and a raised bar section is a fully valid configuration for a single piece of furniture, as long as the vertical step between the two heights is clearly detailed on the elevation so the fabricator isn't left guessing.
Backless, backed and swivel bases, worth specifying clearly
Beyond height and footprint, it's worth being specific on the drawing about back support and base type, since a backless stool, a stool with a low back, and a swivel-base stool all occupy roughly the same footprint on a plan but behave very differently in use, and that difference matters enough to a client that it shouldn't be left unspecified. A backless stool is the easiest to tuck fully under a counter overhang when not in use, which matters on a smaller island where floor space between uses genuinely counts, while a stool with a back adds real comfort for longer sitting but generally can't tuck as far under the counter, needing a bit more standing clearance behind it even when unoccupied.
A swivel base adds ease of getting on and off the stool, which matters more than people initially expect on a raised bar-height seat, but it also needs a slightly larger footprint at the base for the swivel mechanism itself, typically an extra 50mm or so beyond a fixed-leg stool's footprint.
